Implemented surf_technique b4 & 5

    So apprently technique is supposed to have 5 bonuses, server only has 3 zoned atm.

    Dont forget the video is showing cs: source. Gotta make sure the cs:go version also got 5 bonuses.

    went on the servers and tested it. I counted 4 working bonuses for me. But nonetheless you were right.
    For whatever reason we accidentally added the B4 endzone 2times and forgot therefore to add the startzone of it.

    Should be fixed now.
