New admin level / changes to existing ones

As requested by @Massta, a new admin rank (original suggested name "Moderators"), called "Mini Admin" has been added.
This rank has basic communication controlling permissions (mute/gag), and does not require any application process to get into - activity/chat log/behaviour checks, however, will still be performed.

It is primarly meant for people who want to help out enforcing the rules, but can't really be bothered to write a full application/connect to the larger community (mainly people in the surf/bhop community).

Rules/basic information:

• You become a Mini Admin by being recommended by a SA to a SM, or by a SM directly
• SMs will have to post in a thread in the SM section for all Mini Admin addition/removal requests
• Mini Admins will only have communication permissions (so mute/gag), no kick, no ban, and no tag in game/on the forums
  
• If Mini Admins want any more permissions (kick, ban, ..), they'll have to make an application like everyone else
  
• The maximum amount of Mini Admins per server is calculated as follows:
  (max_slots - current_admins) + 2
  Example: CS:GO Surf 1-2 = 9 possible (max_slots = 10, current_admins = 3)
• Mini Admins do not have to maintain a daily activity (make sure to let us know when you don't plan on connecting for a while). Minimum is to connect once a week.
• Mini Admins do not officially count as full admin and cannot give people permission to play music (Rule §2f)
• Mini Admins will be trained by the person who recommended them (so either the SM, or the SA) - this is mandatory!

Together with the new rank, some rule/permission changes have been performed to all existing, other ranks:

• All admins JA+ (inclusive) are now allowed to perform mutes/gags on other servers than their own.
• The maximum length you can mute/gag people for has been restricted to 10080 minutes (or 1 week), for every rank below SM.
  If you really have to mute someone for that long (who will most likely be a repeat offender anyways), you're better of banning them.

These changes are in effect immediately.
