Changes to how we handle scam reports/scammer tag appeals

As announced in my previous thread, the beta for our new scam report site has ended today (actually yesterday, but y'know, n0time).

This means that the "old" scam reports section on this forum has been closed and the archives renamed to "Scam Reports Archive".
You can no longer create new reports here.

Similarily, SR scammer tag appeals are now also handled on the new site, you can no longer select "SteamRep tag removal/downgrade" when creating an appeal.
Existing ones will still be handled, but all new ones should be targetted to the new site.
