Implemented TF2 Jump Server - Ramp Bug Plug-In

Hey guys,

while looking through the jump.tf forum I found something pretty neat and useful - A Plug-In which should prevent a ramp bug.

For those who dont know what a ramp bug is: While jumping you gather velocity and many Jump/Surf-Map Makers use that to their advantage for ramps. With high velocity you can surf or glide on ramps to reach incredible height, but sometimes the ramp/server is playing a bad prank on you and stops you instantly, a full stop like nothing ever happen... and trust me when I say that a ramp bug is the most frustrating thing that can happen if you have a good run going.
