When/if someone is spawncamping there will be a warning by "slaying" and if continues it will be a kick, and if the player comes back and spawncamps then it will be a Ban for 1 day

In your position, all you need to do is the /report command in the server chat. The length of the punishment depends on severity, how many warnings /bans the accused got etc. It also depends on the admin who handles it. Have a good day.
