Implemented Request to add a new surf map

    Surf_tempest2 was released a week ago. It's a linear tier 3 map with 2 bonuses and looks pretty fun to surf.
    Textures are the same as in surf_tempest, which is already in the map rotation.
    Would be great if this one could be added aswell.

    Layout looks like a mix between mesa and kitsune 2.
    Seems like a fun map. :)
