Evidence:

First he constantly trades hats with his accomplice. These are only examples, his history is filled with hats are moved back and forth between the two accounts

Second and more importantly. Lugar bought the Hiveminder from KaiZaRonG (76561198107656791) with keys that currently reside in the accused backpack.

At current time the accused has a backpack full of keys that were used to purchase the Hiveminder. The backpack history of the seller and the accused suggests the transfer of keys was immediate upon sale of the Hiveminder. The keys in question do not appear to have the Hiveminder selling in their history at all.
