Implemented Quotation mark fix

    Hey guys,

    As you may know, for a long time quotation marks "haven't been working" in TF2/CS:GO. This was to fix an exploit where you could trick other players to running harmful commands through chat. As a consequence of this, some SourceMod commands haven't worked properly in chat. Even though it isn't much effort to go to the console and use sm_ instead of /, I still think some admins would appreciate a plugin to bypass this.     This has been added to both TF2 and CS:GO servers (as CS:GO has the same problem).
    Should become active after the next game updates.
