Implemented [Plugin] Speedboost for no limit on bhop

Would be cool to see a simple plugin that boosts you to max speed (3.5k u/s) and also stops your timer.
I assume it doesn't take much to stop the timer, but I'm not sure how easy/hard it is to add onto your forward velocity ^^
This is for the no limit style, where it can take ages to get a proper starting speed (for some maps it's a good 5 minutes of mindless telehopping) and for some maps it's just impossible depending on the layout.

"But if it stops the timer how do you even use it?"
Well, you call the boost command just as you're about to fail the first jump of the map, then you go back to the starting zone. If you're on no limit you can then use the gained speed, if not you will just go back to 250.
