Note: Noticed the player was unusually flick-ish. Decided to pop into 'Spectator' watched him for a bit prior to recording. Confirmed that he was definetily using 'Aimbot' and 'ESP'.

After seeing the demo, I'm 99% sure he isn't hacking. He misses a lot of shots tho and has 4000+ hours in the game. I'm going to reject this, but I'll check him ingame next time I'll see him. Thank you for your report.
