What happened?
Added me buy my knife, said he'd go first, allegedly sent the payment, but

He said the payment would be on hold which, as PP customer support assured me, is "at least not the normal case"
He then suggested me to just give him the $100 prepaid card. I asked for a screenshot that he sent the payment and noticed a while later that he had blocked me instead.
