Item mispresentation scam. Offered me the Unusual HHH claiming it to be the UNUSUAL WEAPON, probably to trick me into thinking that's one of unusual weapon variants included in the Gun Mettle Update, which are actually worth some.
In fact the Headless Horsemann's Headtaker is a weapon available to all players during the Scream Fortress event, and always comes with an Unusual quality.
At first I thought it was a joke offer, but a "-trust" rating on backpack.tf (SultanFatih's Trust - backpack.tf) encouraged me to look deeper into the case. I decided to add him and bait to check if he was serious. Thanks to that I acquired additional chat evidence.

Unfortunately, this report appears to fall under more of sharking than item misrepresentation, which we do not handle at FoG. Neither do I believe calling the item an "Unusual weapon" is necessarily wrong.
