Looked at the evidence, archiving this due to the facts that the accounts he traded with weren't obvious alts (few years old, with 700+ hours on TF2), and only one of the accounts was banned on OP at the hour of the time, and was banned for having pending reports on SR (+ the ban was added a couple of hours before the trade)

Therefore archiving this.
