Implemented 2fort Specific rules

Hello,
I would like to see two 2fort specific rules added to the rulelist:

-Do not spam the Serverwide Intelligence drop/pickup sound

Why? Because it's really annoying after a certain time.

-Don't delay the Intelligence. (Either Capture it or drop it)

Why? Because some people acually take the Gamemode seriously and want to win the round. But they can't, because of griefing Teammates.

I try to enforce those rules already as good as I can, but I can't really punish people for not stopping such behaviour, as it isn't specified in the current rules.
