Implemented spec checkpoint timer

Hey guys,

I recently saw some neat "feature" on another surf server. everytime you were specing someone whilst he was surfing you were able to see in the chat how much he has improved or worsen his time compared to his and the servers best time on each checkpoint.
we basically have this feature already but it'll only give feedback for yourself when surfing. It does not show up when you're specing somebody.

so my suggestion is basically just to make it viewable for spectators.
obviously it is not urgently needed, but would be pretty cool to have

any cons on that suggestion? feel free to write another post below
