Scammer added victim to offer 90 keys and $1786 as seen on TF2 outpost trade. User received the 90 keys agreed upon, then after waiting for the money to arrive, was swiftly blocked. Let me know if anymore evidence is needed, these are all the chatlogs we have. I have the victims permission to post this report.

Could I please get the Inventory History screenshot(s) taken from the Steam client (URL bar enabled). Also, are you 100% sure you have no more chat, I'm struggling to find where there is an agreement made between the victim and the accused.
