Can't report

    when i click on the reports tab and then click sign in through and select my steam acount it says "Could not find Account!"

    how do i fix this, i need to report someone

    I guess that's for the admins to handle in-game reports.
    Go to "non-Trading reports" section and "Player Reports" in there.

    you just have found the back-end interface for admins to handle reports. If you want to report a player in-game you can simply type "!report" in the chat and a nice menu will pop up.
