What happened?
The accused had added me last night to buy some CSGO items for cash. We agreed on a price, but then Steam went down for maintenance and I went to bed.
I just checked my Paypal account to see a payment with the agreed-upon note. It has been charged back. There are a number of other scam reports against this account on Steamrep, all of which using a different Paypal accounts.
I believe this user is milking stolen Paypal accounts. That is why going first does not really mean anything when using Paypal. Skrill has the same problem if someone is using stolen accounts or credit cards.

Tio José approached me about the lack of an inventory screenshot.
Steam went down for maintenance last night and I went to bed last night. This is the followup.

I checked the dispute again. Refunding worked now. I have issued one for the payment from the 2nd account that Mike abused.
