I'm not too sure about intentions and the effect of those on the report but it seems that the person being reported has no idea what is going on nor what he did wrong. No outstanding backpack history besides a few cosmetics and multiple games on the account.

 

I can confirm that.
I'm chatting with him,
he hasn't gave me a pic of his inv history.
I'd be happy to proof that he is innocent.
