Implemented Disable shortstop for friendlies.

    Using the /friendly command on all of the TF2 idle servers allows you to have a 2 way godmode, letting you to be immune to damage and disallowing you to damage others. Using the shortstop push, you are able to bypass this as the push deals 1 damage. As you damage opponents (and you force them around, another issue), you are able to easily get assist points, and in some rare cases kill points. Me, MR Chuky and cyxa were investigating this and found both cases (see below). Note that both Chuky and cyxa gave me consent to help investigate this, we will not experiment with it any further. You can also grapple to people as friendly and push them around wherever you want and they cant lose you unless they go into spawn or catch you behind a wall with the hook rope.

    I think disabling shortstop for friendlies should resolve these issues, as I don't currently know/can't think of any other ways people can abuse /friendly.

    Its kinda hard to prove its a thing without doing it yourself, but this is a problem imo.

    However I do think we should add this for ach idle as well.
