What he was saying didn't make much sense and he randomly added me with no friends or groups in common that i could tell.

This seems to be a human account who doesn't speak very good english or is attempting to confuse you into joining the IP

joining a TS server means you give the host of that server your IP with this information they might attempt to DDOS you.

Most of the time you don't even really download TS. You download some other kind of crappy virus-y stuff that steals way more than your ip.
