What happened?
Fiba had added me to buy a Desert Eagle Blaze FN for Paypal.I told him it wasn't for sale, so he asked for my http://steamcommunity.com/market/listings/730/StatTrak™ M4A1-S | Guardian (Well-Worn) instead. Current market price is 30-32€. I asked for 40€ because it looks BTA and he agreed.
He sent two payments of $10 (minus fees) each, which is weird.
I had checked his profile on Steamrep at this time and he has 4 pending reports.
All reports are for Paypal chargebacks, so I went on to refund him the money, since I was not keen on being left without money some time down the line. I could not refund the second $10 payment, because I had insufficent balance and told him as much.
He kept insisting he wanted it now, called me a scammer and threatened to report me on Steamrep. I kept insisting on topping up my Paypal account which would take a couple of days, 1-2 business days according to PP's information.

He kept pushing me, including asking me for a CSGO skins worth ~$10, an AWP Electric Hive.

Something weird happened later. He kept threatening to report me on Steamrep again and again, but never did. He did delete and block me though which I found out a while later.
I called Paypal to ask what to do about not being able to refund right away and they credited my account with enough USD to send that.

As I said, he has four pending reports for chargebacks on Steamrep. The Paypal statements in those threads show different names:
